Pennsylvania 1957 New Cumberland General Depot license plate topper #1354. This is a sticker attached to a heavy piece of steel. Once actual plates were phased out in lieu of stickers some servicemen attached the sticker to a piece of metal like this instead of directly onto their vehicle. Stickers from military installations rarely survived unless this was done.
