Originally Ex POW plates were a permanent plate and free. Plate numbers started at #1. Starting in 1985 they became annual registrations, kept them free, and began the numbers at 5000. This particular plate has been clear coated and the coating has yellowed in spots. This may be the lowest known Ex POW plate in the hobby.
